Authors are not required to make a payment when submitting a manuscript or after acceptance for publication.

The absence of publication fees does not guarantee acceptance, a favorable review outcome, or publication within a particular timeframe. All manuscripts remain subject to the journal's editorial screening, double-blind peer review by at least two independent reviewers, and applicable editorial and ethical standards.

Editorial decisions are based on the manuscript's scholarly merit, originality, methodological rigor, and relevance to the journal's aims and scope. An author's ability or willingness to pay does not influence the editorial or peer-review process.
